On March 30, the fifth Standing Council (presidium meeting) of the seventh session of China Tungsten association was held by video. The meeting deliberated on relevant draft resolutions, listened to the summary of the work of China Tungsten Association in 2021 and the report on the main work ideas and key points in 2022, informed the operation of the tungsten industry and the research and development progress of tungsten futures listing, and discussed the implementation of the 14th five year plan for the development of the tungsten industry, the activity arrangement of the tungsten Association Forum, the market situation and risk prevention and control. Ding Xuequan, President of China Tungsten Industry Association, attended the meeting and delivered a speech. Li Zhongping, executive chairman of the Presidium and chairman of Hunan Chenzhou Mining Co., Ltd., presided over the meeting and delivered a speech. Wu Gaochao, Kuang Bing, Ni Yingchi, Su Gang, Xie Yifeng, Gao Bo, he Binquan, Mao Shanwen, Yang Wenyi, Zeng Qingning, leaders of China Tungsten Industry Association and chairman of the presidium attended the meeting, Zhu zheying, senior manager of Shanghai Futures Exchange, was invited to attend the meeting and introduce relevant information. Mao Yuting, Secretary General of the Party branch of the association, Secretary General of each branch of China Tungsten Association, relevant principals and staff of presidium units attended the meeting as nonvoting delegates.

The meeting arranged for self-study on the key points of the spirit of the two sessions in 2022 and the development plan of raw material industry in the 14th five year plan, as well as GE Honglin, member of the Standing Committee of the CPPCC National Committee and Secretary of the Party committee and President of China Nonferrous Metals Industry Association, to interpret the development plan of raw material industry in the 14th five year plan and the development plan of China’s Tungsten Industry (2021-2025) and key points.

At the meeting, Ding Xuequan made five suggestions: first, we should seriously study and implement the spirit of the two sessions and the spirit of the central economic work conference, and accurately grasp the general tone of economic work in 2022. All presidium enterprises should improve their political position, adhere to the principle of stability and seek progress while maintaining stability, coordinate epidemic prevention and control and production and operation, give consideration to economic development, safety and environmental protection, ensure the overall stability of the enterprise, production safety and employee harmony, and make the overall stable operation and progress of the industry. Second, we should take an active part in the implementation of China’s tungsten industry development plan (2021-2025). Organically combine the 14th five year plan for the development of raw material industry, the 14th five year plan for the development of raw material industry and regional development planning with their own development, take the lead in the implementation of the planning, strengthen information communication and work coordination, strive to share resources and tasks, and promote the implementation of key tasks and the completion of planning objectives. Third, we should adhere to innovation driven development and give birth to new drivers of high-quality development. The tungsten industry should become the demand provider, innovation organizer, technology supplier and market applicator of original innovation and core technology, actively connect with the national innovation driven development strategy, aim at the world’s scientific and technological frontier, lead the direction of scientific and technological development, shoulder the important task entrusted by history, and bravely take the lead in scientific and technological innovation in the new era. Fourth, we should adhere to green and low-carbon development and stimulate new vitality of high-quality development. We should vigorously promote energy conservation and emission reduction and cleaner production, further improve the level of process technology and equipment, comprehensively implement low-carbon action and green manufacturing projects in the tungsten industry around the target nodes of carbon peak and carbon neutralization, vigorously promote the upgrading of the overall production technology of the tungsten industry, make up for the shortcomings of green development, pay close attention to energy conservation and emission reduction and comprehensive utilization of resources, deal with the relationship between development of production and protection of the ecological environment, and constantly expand new space for the development of the industry. Fifth, we should adhere to the coordinated development of industries and maintain the safety and stability of the industrial chain and supply chain. Strengthen the in-depth integration of industry, University, research and application, promote the optimal allocation and resource sharing of scientific research forces of scientific research institutes, universities and enterprises, accelerate the transformation of independent innovation achievements into productivity, constantly break through bottleneck constraints, realize the localization of key equipment instead of import, and enhance the independent and controllable ability of industrial chain supply chain.

Ding Xuequan stressed that all presidium units must adhere to the overall requirements of stability and seeking progress in stability, pay attention to epidemic prevention and control on the one hand and safe production on the other hand, so as to ensure the overall stability of the enterprise and the stable operation of the industry. He hoped that the whole industry would make concerted efforts and make great achievements to realize the great development, great leap forward, great achievements and great contributions of the tungsten industry in the new development stage, make new and greater contributions to building an international first-class Tungsten Industry Association, building a powerful tungsten industry and promoting the high-quality development of the tungsten industry, and welcome the victory of the 20th CPC National Congress with better mental state and excellent achievements.
